Baku Accuses Moscow of Strikes on Embassy in Kyiv, Russia Rejects Claims

Azerbaijani President Ilham Aliyev, speaking at the Munich Security Conference, stated that Russian forces had attacked Azerbaijan’s diplomatic mission in the Ukrainian capital three times, which, in his view, indicates the deliberate and unfriendly nature of these actions.
He emphasized that after the first attack, Baku provided the Russian side with the exact coordinates of all its diplomatic facilities — including the embassy, the consular section, and cultural centers — in order to prevent similar incidents. Nevertheless, two more strikes allegedly followed. In response, Azerbaijan officially summoned the Russian ambassador and handed him a note of protest, communicating its position strictly through diplomatic channels and stressing that it had no instruments other than diplomatic measures at its disposal.

The Russian Ministry of Foreign Affairs категорically rejected the accusations, calling them unfounded and puzzling. Moscow pointed out that in November 2025 it had already expressed “sincere regret” to Azerbaijan over damage to the embassy building in Kyiv, emphasizing that strikes are carried out against military targets in Ukraine and that the locations of diplomatic missions are taken into account during operational planning. Russian officials also suggested that the damage could have resulted from the actions of Ukrainian air defense systems or other circumstances unrelated to intentional attacks on diplomatic premises.
Regarding the incidents referenced by Aliyev, it is known that the Azerbaijani embassy building in Kyiv did sustain damage amid hostilities. On the night of November 14, 2025, during large-scale Russian strikes on Kyiv, significant damage was reported to the embassy’s façade, windows, vehicles, and service infrastructure. Ukrainian officials also indicated that debris from a fallen missile had damaged diplomatic property. Notably, no embassy staff were injured.
Against the backdrop of these statements, relations between Baku and Moscow remain strained, although the two sides had previously sought to ease tensions. Aliyev’s accusations were voiced amid active geopolitical dialogue on the international stage, where Azerbaijan is seeking to strengthen ties with Western partners and other countries against the backdrop of the escalating conflict in Ukraine and its complex relationship with the Russian Federation.
